Credit Reports for a Small Landlord

Were just starting our management company, and because sales are so bad, we need
access to the tenant credit reports.
I’ve been seeing conflicting information with companies like yours. Is
there an inspection required to set up an account to access a tenant's
complete credit report?
If so, what is the charge to set up an account? Aad which credit bureau can i access?
